Did “High Level” tell you what his partner’s actual hand was for (P) 1C (4S) X? I wonder if 4N might have been better if North was more convinced he wanted to compete – although that would naturally risk South having a weak NT or similar when 4S goes for a reasonable number and the 5 level proves to be too high. As you say, that’s why people pre-empt.
