Would it have anything to do with South potentially bidding differently if holding the heart ace?
Once the dummy hits the table, clearly the heart ace isn’t there. If South held it, would South have likely bid something more than 2 D over North’s 2 C raise?
So therefore, East might assume West has the heart ace?
