On that first hand, it is too bad the partnership had no bid to describe a limited opening hand with 4 – 5 in the majors.

No doubt, “Flannery will get you everywhere”. “A dead horse many might say, and yes,
deciding against it, likely is not bridge life threatening, only “stay home in bed a couple of days and “you will stay alive”, but when it matters most, it is usually a great friend, not to be ignored.
Finally, ask the man who forwarded it, think he is or was from Pittsburgh, a solid and likeable individual, who vitally loved our cherished game.

I just looked up the range for Flannery on the bridgebum site and it suggests 11-15. Is this standard or do some people pay it slightly stronger? I assume it depends on how strong you start reverses.

Yes, AFAIK, and your comment about starting reverses is as accurate as one can get, except if even a multi year very good partnership is individually asked how strong that is (in private), you will likely get two decidedly different replies, both with candid illustrations, so that if someone heard both explanations, that listener should, would, think each one is the other.
However, the better news, is that same partnership, if they really are world class, while
at the table, will get it right a high percentage of the time, complete with proper excellent
ethics, allowing the game itself to just come naturally to a few lucky world players, who found and developed close to the exactly sane and excellent judgment together.
Never ALIMO, has a partnership game required a natural knack for it as (especially at the top), as our challenging and more than both worthwhile numbers and total concentration
talent, necessary to succeed.
