Presumably Coldea wrote up or discussed the hand so that this inference would be documented. I must say that I wouldn’t regard the West hand as unsuitable for a weak 2 (or even a weak 3) based on having CA and/or J but perhaps that pair had a certain level of discipline about Pre-empts which I usually lack. Declarer might also have needed a swing if behind in the match, though.
