Yes certainly that would be a joke and I remember this is from late Alfred Sheinwold’s puzzles of vintage time narrated in his characteristic style
When declarer goes down one in otherwise makeable contract, his partner mentions : nice work partner, but I knew a man in Singapore who could have gone down two

My line here is “Well Played” if it is and “Well done” if the oppo (usually) or occasionally partner have got appallingly lucky.
